The Project Management Association "SOVNET" was founded in 1990 as a professional non-profit organization acting under the legislation of the Russian Federation. SOVNET is a union of specialists, companies and businesses dealing with the development, execution and management of projects in various spheres, such as construction, industry, information technologies, and telecommunications and consulting.

In 1991 SOVNET became a member of the International Project Management Association (IPMA) as a National Association. The Russian Project Management Association sees its primary goal as developing professional and competent project management in Russia and promoting its wide practical application.
